Societal Security

Societal security refers to a state in which the capability of preventing, eliminating and controlling incidents of law and order, crimes, violent terrorist activities, and large-scale public events that pose a direct threat to public order and people's lives and property, etc. remains unaffected. It involves various aspects such as combating crimes, safeguarding social stability, emergency response management, social governance, and public services, etc., and is closely related to the immediate interests of the people.

Societal security is not only a matter of immediate interests of every community member, but also a matter of national development and social stability. It is of great significance in ensuring that people can live and work in peace, that society is harmonious and orderly, and that the country can enjoy long-term prosperity and stability. Societal security is a barometer of people's sense of security and social stability.

The threats and challenges to societal security faced by our country include: terrorism and extremism; crimes that get more violent, organised and professional including cybercrimes; vice, gambling and drugs activities; pandemics, natural disasters; production incidents and food safety issues.

As Hong Kong citizens, we must be law-abiding in our daily work and life, stay vigilant against adversaries in times of peace, and follow the Government's advice in the event of natural disasters, adverse weather conditions, etc. The most direct and effective way to support and uphold societal security in Hong Kong is to act bravely and righteously, provided that personal safety is not jeopardised, at the scene of untoward public incidents such as disasters and crimes.
