Biosecurity

Biosecurity refers to a state in which a country can effectively prevent and respond to threats posed by hazardous biotic or related factors, undergo stable and healthy development in biotechnology, the people's lives and health as well as ecosystem are relatively not in danger or free from threats, and the biological field has the capability to safeguard national security and sustainable development.

Biosecurity concerns our people's lives and health, the long-term prosperity and stability of our country, and the sustainable development of the Chinese nation. In accordance with the principles of putting people first, risk prevention, classified management, and synergy and coordination, the country has strengthened biosecurity risk prevention and control and the construction of governance systems, improved the biosecurity governance capabilities, and built a strong biosecurity shield.

In the face of pandemic outbreaks and biosecurity risks, our country is continuously strengthening the governance of its systems and the full spectrum of prevention and control measures, enhancing biosecurity risk monitoring and early warning network, establishing contingency plans for major biosecurity emergency responses and rapid emergency response mechanisms, as well as enhancing emergency supplies and reserve capacity, so as to achieve early detection, early warning, and early response.

The HKSAR fully utilises its advantages in scientific and technological research and development, actively participates in the country's biosecurity research projects, and contributes to national biosecurity. With the threats of pandemics, bioterrorism, etc., Hong Kong citizens must abide by and follow the government's directives and advice on public health and hygiene, and maintain good personal hygiene and precautionary measures, which is also the most direct way to support the safeguarding of biosecurity.
