Artificial Intelligence Security

Artificial Intelligence (AI) refers to a range of technologies involving the use of computer programmes and machines to simulate human problem-solving capability. Examples of such applied technologies include facial recognition, voice-recognition, chatbots, data analysis and automated decision-making or recommendation systems.

AI security refers to a state in which necessary measures are taken to prevent attack, intrusion, interference, sabotage, and unlawful use and accidents of AI systems in order to maintain their stable and reliable operation. It adopts the principles of putting people first as well as consistency of rights and responsibilities, and seeks to protect the integrity, confidentiality, availability, stability, transparency, fairness and privacy of AI algorithm models, data, systems and product applications.

In the face of the opportunities and risks brought by AI, the country insists that the use and research and development of AI must be ethical, safe, controllable, fair, inclusive, open and peaceful.

In August 2021, the Office of the Privacy Commissioner for Personal Data released the "Guidance on the Ethical Development and Use of Artificial Intelligence" for organisations, businesses and individuals to follow when they are developing and using AI. Hong Kong citizens should develop and use AI legally and refrain from deploying it for illegal purposes.
