We must adhere to the principle of putting the people first and basing what we do on people's needs. We must insist that national security is for the wellbeing of the people, and relies on the people and a solid foundation of mass support to achieve, so that the people can live and work in peace and contentment.
2. Taking political security as our fundamental task
We have to firmly safeguard national sovereignty from violations, safeguard the fundamental system and essential characteristics of the People's Republic of China, give top priority to institutional security and state power security, so as to provide fundamental political guarantee for national security. The Central People's Government has the basic responsibility for national security affairs related to the Hong Kong Special Administrative Region (HKSAR); the HKSAR has the constitutional responsibility for safeguarding national security and has to implement its functions to safeguard national security.
3. Taking economic security as our foundation
We have to ensure that economic development is not infringed, to promote healthy economic development in a sustained manner, and to enhance the economic strength of our country, to provide a solid material foundation for national security.
4. Taking military, science and technology, cultural and societal security as means of guarantee
We have to formulate and implement appropriate strategies and measures in the fields of military, science and technology, cultural and societal security, in order to build a solid foundation and enhance our capability to respond to and resolve various internal and external security risks and challenges, and to build a protective shield for national security.
5. Taking the promotion of international security as a support
We must unswervingly pursue the path of peaceful development, emphasizing the safeguard for national security interests of our country as well as common security. Our country has repeatedly declared to the world its unwavering commitment to the path of peaceful development. Only with peace and security can there be development. Peaceful development is the strategic choice for our country to achieve modernization, bring wealth to the people and strengthen the nation, and to realize the great rejuvenation of the Chinese nation and the Chinese Dream, and to contribute to the progress of global civilization.
