Meaning of National Security

National security is the cornerstone for peace and stability of the nation

National security concerns the welfare of the 1.4 billion people of the whole country and is an important cornerstone of its stability. When the country's core interests are at risk, national security will be threatened and there will be no security for the people.

The National Security Law of the People's Republic of China

The National Security Law of the People's Republic of China, as adopted at the 15th session of the Standing Committee of the 12th National People's Congress of the People's Republic of China on 1 July 2015, is developed to meet the needs of the country to safeguard national security holistically across all relevant fields. The law comprises 84 articles under 7 chapters under the headings of: General Provisions, Tasks of Maintaining National Security, Powers and Duties regarding Maintaining National Security, National Security Rules, National Security Safeguards, Obligations and Rights of Citizens and Organizations, Supplemental Provisions, and General Provisions. The chapter on General Provisions sets out the basic principles of safeguarding national security. Overall, the law stipulates the basic principles and tasks of safeguarding national security, the related basic systems, and holistically covers all relevant fields of national security. It is a comprehensive, holistic, and basic legislation of the PRC on national security.

Article 2 of the National Security Law of the People's Republic of China

National security means a status in which the power, sovereignty, unity, territorial integrity, welfare of the people, sustainable economic and social development, and other major interests of the state are relatively not faced with any danger and not threatened internally or externally, and the capability to maintain a sustained security status.

Safeguarding National Security is the Common Responsibility of all the People

The Central People's Government has an overarching responsibility for national security affairs relating to the Hong Kong Special Administrative Region. It is the duty of the Hong Kong Special Administrative Region under the Constitution to safeguard national security and the Region shall perform the duty accordingly. It is the common responsibility of all the people of China, including the people of Hong Kong, to safeguard the sovereignty, unity and territorial integrity of the People's Republic of China.
