On 15 April 2014, General Secretary Xi Jinping presided over the first meeting of the National Security Commission and put forward a holistic approach to national security.
On 1 July 2015, the National Security Law of the People's Republic of China was passed at the 15th meeting of the Standing Committee of the 12th National People's Congress, and in accordance with Article 14 of the Law, 15 April each year is designated as the National Security Education Day, which aims at raising the public awareness of national security, creating a positive atmosphere of safeguarding national security and enhancing the capacity to prevent and avert national security risks.
On the first National Security Education Day in 2016, General Secretary Xi Jinping issued important directives emphasising the need to leverage this special occasion as an opportunity to advance national security publicity and education under the guidance of a holistic approach to national security.
This year (2025) the 10th anniversary of the National Security Education Day. The Committee for Safeguarding National Security of the Hong Kong Special Administrative Region adopts the national theme of “The 10th anniversary of National Security Education Day: advancing towards more in-depth and effective implementation” in organising this thematic exhibition, which reflects on the achievements of the Hong Kong Special Administrative Region (HKSAR) in promoting national security education over the past decade.
At the national level, various provinces, municipalities and regions have been comprehensively promoting national security education through creative approaches with rich content, thereby effectively consolidating public support and building a strong public line of defence for national security. The HKSAR Government is staunchly committed to deepening national security education comprehensively in schools and communities. Over the years, under the leadership of the Central Government and with the support of various offices of the Central Authorities in Hong Kong as well as the joint efforts of all sectors of society, the promotion activities for the National Security Education Day each year are able to keep up with the times and reach new heights in effectiveness.
Safeguarding national security is for the people, and it also relies on the people. By ensuring all individuals undertaking and fulfilling their share of responsibility, we can garner tremendous collective power in safeguarding national security and jointly write new chapters towards achieving national prosperity and the great rejuvenation of the Chinese nation.
