Five pairs of relationships


Five pairs of relationships refers to attaching equal importance to development and security; external security and internal security; homeland security and the people’s security; traditional security and non-traditional security; and our own security and common security.

Development is the foundation of security, and security is a precondition for development, rendering both of equal importance. While vigorously preventing internal security issues, including separatism, anarchism, subversive activities, vandalism and riots, we should always remain keenly on guard against external security issues, such as intrusion, subversion, interference and infiltration by external forces and international terrorist activities, which could gravely jeopardise national security or even challenge regime security and territorial and sovereign integrity of the country.

Homeland security is a fundamental prerequisite for survival and development of a nation, and the people’s security is the ultimate goal of national security, rendering both of equal importance. While it goes without a doubt that traditional security (i.e. political security, homeland security and military security) is essential, non-traditional security is of equal importance in embracing new challenges in the new era and creating favourable conditions for future development. We pursue a path of peaceful development, along which we safeguard our own national security, and at the same time proactively shoulder international responsibilities and duties without hesitation by participating in international peace-keeping and rescue missions, with a view to contributing to the development of world civilisation and security.

National security is an inseparable system. All the essential elements are interrelated with and affect each other. A country is a unitary entity, while national security is a holistic view closely interwoven with and inseparable from the former. The holistic view of national security helps us deepen our understanding of the country, the significance and importance of national security, and how we can contribute to safeguarding national security. The country comes before the family. China is our motherland and Hong Kong is our home. As the theme "Uphold National Security, Safeguard Our Home" suggests, by upholding national security, our home is also safeguarded.
