The five essential elements of the holistic view of national security are: regarding the people's security as the ultimate goal, achieving political security as the fundamental task, taking economic security as the foundation, with military, science and technology, cultural and societal security as means of guarantee, and promoting international security so as to establish a national security system with Chinese characteristics.

Taking the people's security as the ultimate goal means upholding the principle of people first. We will remain resolute that all we do in national security matters is for the well-being of the people and we will rely on the people and secure the people's support for national security, so that the people can lead a peaceful and fulfilling life. The formulation of the National Security Law also aims at safeguarding the security of the people, including all the people of Hong Kong.

Achieving political security as the fundamental task means resolutely safeguarding the sovereignty of the People's Republic of China that cannot be infringed as well as its basic systems and most intrinsic attributes, according top priority to system security and regime security, and providing fundamental political assurance for national security. The Central People's Government has an overarching responsibility for national security affairs relating to the Hong Kong Special Administrative Region. It is the duty of the Hong Kong Special Administrative Region under the Constitution to safeguard national security and the Region shall perform the duty accordingly.

Regarding economic security as the foundation means ensuring economic development is not jeopardised, facilitating sustainable and healthy development of the economy, enhancing economic strength of the country, and providing a solid physical foundation for national security.
With military, science and technology, cultural and societal security as means of guarantee means formulating and implementing appropriate strategies and measures in respect of military, science and technology, cultural and societal security, with a view to establishing a solid foundation and enhancing the capability to address and resolve internal and external security risks and challenges, and forging a shield to safeguard national security.

Promoting international security means unswervingly following the path of peaceful development by attaching equal importance to our own security and common security. The country has on many occasions demonstrated to the world its unswerving determination to walk on the path of peaceful development. It is only with peace and security that development can be achieved. Peaceful development is the country's strategic decision to accomplish modernisation, make the people rich and the country strong, realise the Chinese dream of achieving the great rejuvenation of the Chinese nation, and contribute to the development of world civilisation.
